The Consultant shall - 1) Review, assessment, and strengthening of existing sports policies, schemes, governance structures, and institutional mechanisms;

2) Assessment of Gujarat’s current sports performance ecosystem and medal performance trends;

3) Identification of priority sports and disciplines with high medal potential;

4) Preparation of a comprehensive State Medal Strategy and implementation roadmap;

5) Development of a robust grassroots talent identification and athlete development ecosystem;

6) Development and implementation of coach education, certification, and upskilling programs;

7) Design and operationalization of an integrated sports competition framework across taluka, district, school, university, city, and state levels;

8) Strategic support for bidding, planning, and hosting national and international sporting events;

9) Development of athlete welfare, safeguarding, and safe sport frameworks;

10) Development of sports economy, CSR, and revenue generation strategies;

11) Strengthening sports integration within schools, colleges, and universities;
