Energy Sector Consultant – PM Surya Ghar
Position: Energy Sector Consultant – PM Surya Ghar Implementation & Awareness

Role Overview
The Consultant will provide strategic and implementation support to government agencies, DISCOMs and other stakeholders for effective implementation and scaling-up of PM Surya Ghar. The Consultant will be responsible for providing policy and implementation advisory, identifying bottlenecks, designing consumer awareness strategies, facilitating stakeholder coordination and developing recommendations to accelerate rooftop solar adoption.
Key Responsibilities
Program Implementation & Strategy
- Provide strategic and technical support for implementation of PM Surya Ghar at the state/DISCOM level.
- Review existing implementation processes and identify gaps across consumer application, technical feasibility, net metering, installation, inspection, commissioning and subsidy disbursement.
- Develop recommendations and action plans to improve program efficiency and accelerate rooftop solar deployment.
- Support development of state/DISCOM-level implementation strategies, targets and roadmaps.
- Benchmark program implementation against leading states and international best practices.
- Advise on measures to improve consumer experience and reduce turnaround time.
Stakeholder Management
- Coordinate with Ministry/State Government departments, DISCOMs, local bodies, banks/NBFCs, solar vendors, installers and other ecosystem stakeholders.
- Facilitate stakeholder consultations, workshops and review meetings.
- Engage with rooftop solar developers/installers to identify market-side constraints.
- Support development of institutional mechanisms for effective coordination and monitoring.
- Assist government stakeholders in resolving implementation bottlenecks.
Awareness & Market Development
- Design and implement consumer awareness and outreach strategies for PM Surya Ghar.
- Develop targeted awareness approaches for different consumer segments, including urban households, rural households and high-potential consumer clusters.
- Develop IEC strategy and communication materials including brochures, FAQs, presentations, videos, social media content and consumer guides.
- Design and support consumer awareness camps, workshops, roadshows and community outreach programs.
- Develop strategies to improve consumer understanding of subsidies, rooftop solar economics, financing options and application procedures.
- Engage resident welfare associations, Panchayats, urban local bodies, educational institutions and community organisations to expand outreach.
Market & Financial Analysis
- Assess the rooftop solar market, consumer demand, installer ecosystem and financing availability.
- Analyse economics of rooftop solar for different consumer categories.
- Assess barriers related to financing, consumer affordability and access to credit.
- Identify opportunities to develop innovative financing and market-based mechanisms.
- Analyse adoption trends and provide recommendations for increasing rooftop solar penetration.
Monitoring & Reporting
- Establish program monitoring frameworks and KPIs.
- Develop dashboards and MIS systems to track applications, installations, capacity addition, subsidy disbursement and consumer conversion rates.
- Conduct periodic performance reviews of DISCOMs and other implementing agencies.
- Prepare monthly/quarterly progress reports, analytical reports, policy briefs and presentations.
- Develop early-warning mechanisms to identify implementation delays and bottlenecks.
- Present findings and recommendations to senior government officials and other stakeholders.
Capacity Building
- Develop training programs for DISCOM officials, field staff, installers and other stakeholders.
- Conduct training and knowledge-sharing workshops.
- Develop SOPs, guidelines and process manuals where required.
- Build institutional capacity for sustained implementation beyond the project period.
Key Skills & Qualifications
- Bachelor's degree in Engineering, Economics, Energy, Finance, Public Policy, Business Administration or related field; postgraduate qualification preferred.
- 5–10 years of relevant experience in the power/renewable energy sector, preferably with experience in rooftop solar, DISCOMs, government programs or energy consulting.
- Strong understanding of India's electricity sector, DISCOM operations, rooftop solar, net metering and renewable energy policies.
- Experience working with government departments, DISCOMs and other public-sector stakeholders.
- Demonstrated experience in program implementation, strategy, policy advisory or project management.
- Strong analytical and problem-solving capabilities.
- Experience in designing stakeholder engagement and awareness/IEC campaigns.
- Strong Excel and PowerPoint skills; experience with Power BI/Tableau and data analytics is desirable.
- Excellent report writing, presentation and communication skills.
- Strong project management and stakeholder coordination capabilities.
- Willingness to travel extensively for field-level implementation and stakeholder engagement.
