Panchayat Advancement Index (PAI), Ministry of Panchayati Raj**

1. Data Management & Analysis

  • Collect, clean, validate, and structure datasets related to Panchayat performance indicators, rural development schemes, and administrative records.
  • Perform descriptive and diagnostic analysis to identify trends, patterns, gaps, and anomalies across states, districts, blocks, and Gram Panchayats.
  • Generate comparative insights for ranking and scoring under the Panchayat Advancement Index (PAI).
  • Support index methodology refinement through data-driven recommendations.

2. Dashboarding & Reporting

  • Develop and update dashboards, scorecards, and visualization layers for PAI indicators.
  • Prepare periodic analytical reports, trend summaries, and insight briefs for internal and client review.
  • Ensure data accuracy, consistency, and timely updates on analytical products.

3. Client Engagement & Onsite Collaboration

  • Work from the client location (MoPR) regularly and collaborate closely with officials of the Governance Division, DIU, and other technical teams.
  • Participate in client meetings, reviews, and working sessions to understand requirements and provide analytical support.
  • Act as the first line of communication for data-related queries, clarifications, and on-ground stakeholder coordination.

4. Insights Generation for Senior Leadership

  • Prepare high-quality presentations, briefing notes, and insight decks for Joint Secretary, Directors, and senior Ministry leadership.
  • Translate complex data into simple, actionable, decision-oriented insights.
  • Support preparation of talking points, annual review inputs, speeches, and high-level summaries based on PAI findings.

5. Data Quality, Governance & Documentation

  • Maintain documentation of data sources, transformations, indicators, and assumptions used in the Index.
  • Ensure adherence to data governance, confidentiality protocols, and quality standards.
  • Identify data gaps or inconsistencies and propose corrective mechanisms.

6. Cross-Functional Collaboration

  • Coordinate with technology teams developing dashboards, portals, or analytical models supporting the PAI.
  • Work with state-level or NIC teams for data verification or integration as required.
  • Support the DIU and Governance Division in any allied analytical tasks related to rural governance or Panchayat performance.

7. Continuous Improvement & Thought Partnership

  • Proactively suggest enhancements to the Index methodology, indicators, weighting schemes, or visualization approaches.
  • Bring best practices from analytics, benchmarking, and data storytelling to strengthen PAI’s utility.
