Job Description – Consultant : Program Manager/Business Analyst
Role Overview
We are seeking dynamic and result-oriented professionals for the role of Consultant to support and drive large-scale Digital Transformation, Digital Public Infrastructure (DPI), e-Governance, and Public Sector Transformation Programs.
The role requires a combination of program management, business analysis, stakeholder engagement, research, governance, monitoring & evaluation, and project execution capabilities. The selected candidate will work closely with clients, government agencies, technology teams, implementation partners, and ecosystem stakeholders to ensure successful planning, execution, monitoring, and delivery of strategic initiatives.
Depending on experience and capability, the individual will independently manage workstreams, support program governance, lead stakeholder engagements, and contribute to the development of frameworks, operating models, and implementation strategies.
Key Responsibilities
Program Management & Execution
- Support end-to-end planning, execution, and monitoring of large-scale programs and projects.
- Translate strategic objectives into implementation plans, roadmaps, and actionable workstreams.
- Track milestones, deliverables, timelines, budgets, risks, and KPIs.
- Coordinate across strategy, technology, operations, implementation, and field teams.
- Identify dependencies, risks, and bottlenecks and support timely resolution.
- Ensure adherence to project scope, quality standards, governance frameworks, and reporting requirements.
Business Analysis & Solution Development
- Conduct business process assessments, requirement gathering, and stakeholder consultations.
- Develop and maintain: Business Requirement Documents (BRD), Functional Requirement Specifications (FRS); Standard Operating Procedures (SOPs). Process Flows and Operating Models
- Analyse business requirements and translate them into functional and operational recommendations.
- Support design and evaluation of technology-enabled solutions and digital platforms.
Research, Policy & Strategic Support
- Conduct secondary research, benchmarking studies, market assessments, and ecosystem analysis.
- Develop policy briefs, concept notes, analytical reports, and strategic recommendations.
- Support evidence-based decision-making through research and data-driven insights.
- Monitor emerging trends in Digital Public Infrastructure (DPI), Digital Governance, Technology, and Public Sector Innovation.
Stakeholder Management & Coordination
- Coordinate with government agencies, clients, implementation partners, consultants, and technology vendors.
- Support stakeholder consultations, workshops, governance meetings, and review forums.
- Prepare presentations, meeting agendas, minutes, action trackers, and executive communications.
- Facilitate collaboration across cross-functional teams and ensure alignment with program objectives.
Governance, Monitoring & Reporting
- Maintain project plans, dashboards, risk registers, issue logs, and dependency trackers.
- Prepare weekly, monthly, quarterly, and executive-level progress reports.
- Monitor program KPIs, outcomes, and implementation effectiveness.
- Support steering committee reviews and governance mechanisms.
- Track decisions, action items, and escalations to ensure timely closure.
Documentation, Quality Assurance & Knowledge Management
- Develop, review, and maintain high-quality project documentation and knowledge repositories.
- Ensure consistency, completeness, and quality of project deliverables.
- Capture lessons learned, best practices, and implementation insights.
- Support preparation of training materials, user manuals, and operational documentation.
- Promote continuous improvement and data-driven decision-making practices.
Qualifications
- Bachelor’s degree in engineering (B.E./B.Tech), Information Systems, Computer Science, BBA, Management, or any other equivalent degree.
- MBA or any other equivalent degree.
Experience:
Consultant
- 0–4 years of relevant experience in:
- Business Analysis
- Consulting
- PMO / Program Management Support
- Digital Transformation Projects
- Public Sector, Development Sector, or Social Impact Programs
Preferred Experience
- Experience in Technical projects on Development, implementation and maintenance.
- Experience working with Government, Public Sector, Development Sector, or Multilateral Programs.
- Experience in Digital Public Infrastructure (DPI), e-Governance, Technology Consulting, or Digital Transformation Programs.
- Familiarity with policy implementation, ecosystem development, and change management initiatives.
- Experience supporting technology implementation and platform-based programs.
