Job Description – Consultant – T&T-EAD- OIDS
We at Deloitte India are hiring eligible candidates for the role of Consultant within our Technology & Transformation (T&T) – Enterprise Architecture & Delivery (EAD) practice, serving OIDS- Government and Public Sector (GPS) clients.

Detailed Job Description
As a Consultant, the individual will be responsible for independent execution of assigned workstreams and day-to-day engagement delivery, under guidance of Senior Consultants/Managers.
• Execute client engagements across public policy, governance reform, digital and AI policy, urban governance, and institutional capacity building
• Conduct policy and regulatory analysis, including review of laws, draft bills, schemes, notifications, and implementation guidelines
• Support design of policy frameworks, reform roadmaps, monitoring & evaluation (M&E) systems, and governance models
• Translate research findings and data insights into clear recommendations and client-ready outputs
• Identify engagement risks, implementation challenges, and policy gaps and flag them in a timely manner
• Work closely with government counterparts, institutions, and internal Deloitte teams to support engagement delivery
• Support development of internal tools, frameworks, and reusable knowledge assets
• Guide Analysts in research, data compilation, and documentation tasks
Responsibilities : Service Delivery Related
Research & Analysis
• Conduct structured policy and sector research using secondary and primary sources
• Analyse regulatory frameworks, government programs, and global best practices relevant to GPS engagements
• Support comparative studies, benchmarking, and reform assessments across states and countries
• Assist in evaluation of digital governance, AI governance, urban systems, and citizen service delivery mechanisms
• Draft policy briefs, issue notes, presentations, and background papers for client consumption
Business Support & Reporting
• Develop trackers, dashboards, and monitoring tools for ongoing government programs and reforms
• Compile, validate, and clean datasets for analysis and reporting
• Prepare MIS reports, analytical summaries, and progress updates using Excel and PowerPoint
• Support development of proposals, expressions of interest, and concept notes
Client Engagement Support
• Support workstream leads in engagement planning, execution, and coordination
• Participate in client meetings, stakeholder consultations, workshops, and field interactions
• Assist in structuring policy and governance problem statements and solution approaches
• Prepare draft client deliverables and incorporate feedback from senior team members
Tools & Techniques
• Hands-on use of MS Excel, Word, and PowerPoint for analysis and documentation
• Working exposure to data visualisation and analytics tools (Power BI, GIS/QGIS, Stata)
• Understanding of qualitative and quantitative research methodologies
• Willingness to work from client locations for extended durations, as required
People Related Responsibilities
• Provide day-to-day guidance and task support to Analysts and interns
• Demonstrate accountability for timelines, quality, and work outputs
• Share engagement learnings with the project team and contribute to internal knowledge repositories

Key Requirements (Consultant – Deloitte OIDS)
• Master’s degree in Public Policy / Law / Governance / Economics or related discipline; integrated law degree preferred
• 1–3 years of relevant experience in consulting, policy research, analysis, or governance-focused roles
• Strong analytical, writing, and problem-structuring skills
• Good understanding of public sector functioning, regulatory frameworks, and policy processes
• Strong stakeholder interaction and coordination skills
• Proficiency in MS Office (Excel, Word, PowerPoint); exposure to data/visualisation tools is an advantage
• Ability to work independently on assigned workstreams while collaborating effectively in teams
