To assess the existing subsidy framework in Himachal Pradesh, including sectoral allocations and financial burden.

To evaluate the impact of individual subsidiary on Debt to GDP of the state.

To evaluate the effectiveness and impact of current subsidies on targeted beneficiaries through conduction of market surveys at both district and village level.

To identify inefficiencies, leakages, and unintended beneficiaries within the subsidy programs.

To recommend strategies for rationalization, including better targeting, phased reductions, or alternative welfare measures.

To suggest policy measures for ensuring fiscal discipline without compromising essential welfare objectives.

To incorporate microeconomic analysis to understand the impact of subsidies on individual households, businesses, and market efficiency, as well as macroeconomic analysis to assess the overall fiscal and economic implications.
