Role Summary
We are seeking an experienced Manager – Technical Development to lead design, development, and delivery of large-scale enterprise applications. The role requires strong hands-on technical expertise, team leadership, and stakeholder coordination, particularly in complex, multi-vendor and government/enterprise environments.
Key Responsibilities
Technical & Delivery Leadership
- Lead end-to-end application design, development, testing, and deployment of scalable systems
- Review system architecture, code quality, security, and performance standards
- Troubleshoot complex production issues and lead root cause analysis
Team Management
- Manage and mentor a team of developers, ensuring timely delivery and quality output
- Allocate tasks, monitor progress, and ensure sprint/milestone commitments are met
- Conduct code reviews, performance feedback, and capability building
Stakeholder & Program Coordination
- Work closely with business stakeholders, product owners, PMOs, and external partners
- Translate functional requirements into technical solutions
- Participate in design discussions, estimations, and delivery planning
Governance & Compliance
- Ensure compliance with security, audit, and regulatory requirements, especially for government or large enterprise projects
- Support documentation, audits, and technical reviews
Required Technical Skills
Core Development
- Strong hands-on experience in Java / Spring Boot / .NET / Python (any one or more)
- Experience with RESTful APIs, Microservices architecture
- Proficiency in SQL & NoSQL databases (PostgreSQL, MySQL, Oracle, MongoDB, etc.)
Frontend (Good to Have)
- Working knowledge of Angular / React / Vue.js
Security & Performance
- Knowledge of application security, authentication, authorization, and performance tuning
Required Managerial & Behavioral Skills
- Strong people management and mentoring skills
- Excellent communication and stakeholder management abilities
- Ability to work under tight deadlines and manage multiple priorities
- High sense of ownership, accountability, and decision-making
Preferred Experience (Good to Have)
- Experience working on large government / public sector IT programs
- Exposure to nationwide platforms, high-volume transactions, or citizen-centric systems
- Familiarity with Agile / Scrum / SAFe methodologies
