The team
As a member of the Operation, Industry and domain solutions team you will embark on an exciting and fulfilling journey with a group of intelligent and innovative globally aware individuals.
We work in conjuncture with various institutions solving key business problems across a broad-spectrum roles and functions, all set against the backdrop of constant industry change.
Key Responsibility Areas
• Develop a model Data Sharing Policy template aligned with NDSAP 2012, MoRTH's 2025 policy framework, and DPDP Act 2023 provisions
• Support each of the ~50 Central Ministries and ~36 States/UTs in customising and issuing their domain-level Data Sharing Policies within the mandated 12-month timeline
• Design the consent mechanism framework for personal and sensitive data - covering opt-out, objection, and access revocation facilities - in line with DPDP Act requirements
• Develop dataset classification criteria and a formal classification framework (open, restricted, non-shareable) for adoption by all MDOs
• Draft policy provisions for de-identification standards, pseudonymisation protocols, and reidentification prohibition in data shared with private entities
• Spearhead implementation of Law as Code - converting legislative instruments (Acts, Rules, Orders) into machine-readable, API-consumable formats in partnership with India Code and e-Gazette
• Institutionalise Government-Researcher MoU frameworks with steering committee structures for formalised academic data access
• Advise on compliance with IT Act 2000, DPDP Act 2023, and relevant sectoral laws (ABHA framework, GSTN regulations, etc.)
• Maintain the published repository of notified Data Sharing Policies at the MeitY website
Key Skills
• Legal drafting and policy formulation for technology and data regulation
• Privacy impact assessment and data protection compliance
• Stakeholder consultation, consensus-building, and multi-ministry coordination
• Analytical reading of legislation and translation into operational procedures
• Clear written communication for non-legal audiences including technical and administrative teams
Education Details
• LLB or LLM from a recognized institution - essential (a background combining law and technology or public policy is strongly preferred)
• Master's degree in Public Policy, Governance, or Law and Technology (desirable)
Experience
· Minimum 8–10 years in legal, regulatory, or policy roles in government, technology law, or public sector consulting (essential)
· Direct experience drafting government policies, legislative instruments, or regulatory frameworks
· Knowledge of data protection law, privacy by design principles, and consent frameworks (essential)
· Familiarity with the DPDP Act 2023 and its Rules; exposure to GDPR or comparable data protection regimes is advantageous
· Experience in the e-governance domain or with digital rights issues in India (desirable)
· Exposure to law-as-code or computational law initiatives (e.g., Catala, Blawx, or similar platforms) (desirable)
Certifications
• Certification in Data Privacy Law, Cyber Law, or AI Governance (e.g., IAPP CIPP, FIP)
