The team
The Economic Development & Urban Transformation practice within Deloitte’s T&T team focuses on driving large-scale industrial growth, investment promotion, and institutional strengthening through policy design, process re‑engineering, and digital governance solutions. The team supports governments in enhancing Ease of Doing Business, improving operational efficiency, and enabling data-driven decision-making across departments.
Your work profile
The Senior Consultant is responsible for managing government advisory engagements and delivering economic development and industrial transformation programs. The role acts as the key interface between government stakeholders and implementation teams, ensuring alignment across policy, process, systems, and program execution.
Program & Delivery Management
- Lead end-to-end program delivery for government advisory engagements focused on industrial development and MSME ecosystem strengthening
- Develop program plans, implementation roadmaps, milestones, and risk mitigation strategies
- Track progress using KPIs, MIS dashboards, and reporting frameworks, ensuring timely delivery and impact
- Coordinate cross-functional teams to enable on-ground execution and institutional alignment
Client / Account Management
- Act as the primary interface with government departments, including Directorate of Industries and MSME departments
- Lead multi-stakeholder consultations, workshops, and high-level forums (investor summits, industry conclaves)
- Align stakeholder expectations with policy objectives, execution strategy, and delivery outcomes
- Support senior leadership with briefing notes, policy inputs, and strategic communication
Process Re-engineering & System Development
- Lead business process re-engineering (BPR) initiatives, including process simplification of regulatory approvals (e.g., Fire NOC) to enhance transparency and efficiency
- Develop and implement Standard Operating Procedures (SOPs) for industrial planning, governance, and service delivery
- Support design and implementation of digital monitoring and reporting systems (MIS) for program tracking and decision-making
- Conduct benchmarking of best practices across states to redesign workflows and improve service delivery mechanisms
Policy Design & Economic Development
- Support drafting and implementation of MSME Development Policy and Startup Policy frameworks, aligned to investment promotion and industrial growth
- Conduct diagnostic assessments of industrial clusters and support establishment of infrastructure such as Common Facility Centres (CFCs)
- Drive Ease of Doing Business (EoDB) reforms through process improvements and regulatory simplification
- Undertake impact assessments and evaluation studies to improve policy effectiveness and implementation outcomes
Governance & Reporting
- Establish PMU governance frameworks, including review mechanisms, escalation protocols, and reporting structures
- Prepare detailed reports, dashboards, and policy notes for senior government stakeholders
- Ensure alignment with program objectives, compliance requirements, and delivery quality standards
Continuous Improvement & Strategy
- Identify opportunities for process optimization, system enhancement, and institutional strengthening
- Capture lessons learned and implement best practices across programs and departments
- Support long-term economic development strategy and industrial growth planning
