Job Description of Scientific Consultants:
1. Formulation, and Drafting of Research Protocols:
o Draft detailed research protocols, ensuring scientific rigor and alignment with the mission's objectives.
o Facilitate protocol review processes, incorporating feedback from stakeholders to refine and finalize documents.
2. Identifying and Engaging Partners:
o Identify and engage key partners, including academic institutions, research organizations, and industry stakeholders.
o Foster strategic collaborations to leverage expertise, resources, and networks for the NOHM.
3. Technical Evaluation and Protocol Review:
o Lead the technical evaluation of research proposals and projects, ensuring alignment with NOHM priorities.
o Coordinate and manage the review of research protocols, ensuring they meet scientific and ethical standards.
o Finalize protocols in collaboration with stakeholders, ensuring readiness for implementation.
4. Project Launch and Fund Management:
o Oversee the finalization of project protocols, securing necessary approvals for fund release.
o Manage the launch of projects, ensuring all operational aspects are in place.
o Coordinate with financial teams to ensure proper allocation and management of funds.
5. Training Coordination:
o Ensure that training is aligned with project needs and builds capacity for effective implementation.
o Monitor the effectiveness of training programs and make necessary adjustments.
6. Rollout and Site Implementation:
o Coordinate with site teams to ensure smooth implementation, addressing any challenges that arise.
o Monitor progress and provide ongoing support to ensure successful project execution.
7. Monitoring & Evaluation:
o Develop and implement a robust monitoring and evaluation framework to assess project outcomes.
o Regularly review project performance, providing insights and recommendations for improvement.
o Ensure that evaluation results are used to inform future project planning and decision-making.
8. Troubleshooting:
o Proactively identify and address challenges that arise during project implementation.
o Provide technical and managerial support to resolve issues, ensuring minimal disruption to project progress.
o Liaise with stakeholders to ensure all concerns are addressed promptly and effectively.
9. Liaison with PSA Office and Stakeholders:
o Act as the primary point of contact between the NOHM and the PSA Office, ensuring clear communication and coordination.
o Maintain strong relationships with all stakeholders, facilitating collaboration and information sharing.
o Ensure that all stakeholders are aligned with NOHM goals and are contributing to project success.
10. Designing Standard Operating Procedures (SoPs):
o Develop and standardize SoPs for various aspects of NOHM operations.
o Ensure that SoPs are comprehensive, clear, and facilitate smooth project execution.
o Regularly review and update SoPs to reflect new developments and best practices.
11. Meetings and Coordination:
o Organize and lead regular meetings with consultants, stakeholders, and other relevant parties.
o Ensure that meetings are productive, with clear agendas and actionable outcomes.
o Facilitate communication and collaboration across teams to drive project success.
12. Support to Nodal Officer and Stakeholder Departments:
o Provide ongoing support to the Nodal Officer at ICMR and other stakeholder departments.
o Ensure that all aspects of NOHM are conducted smoothly and efficiently, addressing any challenges as they arise.
