*About the Role*
Deloitte is hiring a Contract and Procurement Manager (Level: Senior Consultant / Manager) for a Delhi-based project. This is a client-facing, full-time opportunity requiring the selected candidate to work 5 days a week from the client’s office in Delhi. Immediate joiners are strongly preferred.
*Key Responsibilities*
• Draft EOIs, RFPs, and bid documents for selection of various service providers as required by the client organization
• Manage end-to-end selection and evaluation processes, contracting, and contract management in accordance with Government of India norms, World Bank procurement guidelines, and applicable project policies
• Prepare and negotiate terms and conditions of contracts, including GCC/SCC, SLAs, and Penalty clauses
• Draft MoUs, Agreements, and other legal instruments with ecosystem and technology partners
• Ensure all contract documentation is current, compliant, and audit-ready
• Enforce contract compliance with organizational policies and procedures
• Investigate and resolve contract disputes and legal issues in coordination with legal and compliance teams
• Support preparation of procurement strategy documents and internal stakeholder presentations
*Qualifications*
• Post-Graduate degree or diploma in Supply Chain Management, Materials Management, Contract Management, or equivalent; MBA preferred
• Preference for candidates with a Graduate/Post-Graduate degree in an IT discipline from a NIRF Top 20 institution
*Experience*
• 6–10 years of progressive experience as a Contract and Procurement Manager, with significant exposure to government procurement management
• Demonstrated experience in large-scale IT transformation projects in the public/government sector including sourcing, contract negotiation, performance monitoring, and reporting
• Hands-on experience with complex technology procurements such as Cloud infrastructure, Software Development, and SaaS products
• Sound knowledge of Multilateral Funding Institution (MFI) procurement guidelines, including World Bank procurement policies
*Skills & Competencies*
• Strong command of GCC/SCC drafting, SLA structuring, and penalty clause frameworks
• Familiarity with Government e-Procurement (GeM, CPPP/eProcurement) portals
• Excellent stakeholder management and vendor negotiation skills
• Strong written and verbal communication; ability to present to senior government officials
• Ability to manage multiple procurements simultaneously in a fast-paced, deadline-driven environment
• Knowledge of CVC guidelines, and government financial rules (GFR) is a plus
