Job Description – Municipal Finance & PPP

The position will support government and development-sector clients in strengthening municipal finances, mobilising investments and structuring urban infrastructure projects. The role combines financial analysis, transaction advisory, policy assessment and stakeholder management.

 

Key Responsibilities

  • Assess the financial performance, revenue base, expenditure and borrowing capacity of urban local bodies.
  • Develop municipal financial improvement plans, revenue-enhancement strategies and expenditure-optimisation measures.
  • Support property-tax reforms, user-charge rationalisation, asset monetisation and municipal accounting improvements.
  • Undertake financial modelling, project viability assessment, affordability analysis and value-for-money assessment.
  • Structure urban infrastructure projects through PPPs, municipal bonds, pooled finance, loans and blended-finance instruments.
  • Prepare feasibility studies, business cases, project reports and transaction documents.
  • Support project appraisal, market sounding, bid-process management and evaluation of financial proposals.
  • Assess applicable policies, regulations and institutional frameworks for municipal finance and PPP projects.
  • Support creditworthiness assessments and preparation of ULBs for market-based financing.
  • Develop financial KPIs, monitoring frameworks, dashboards and implementation roadmaps.
  • Coordinate with government departments, ULBs, financial institutions, investors, developers and multilateral agencies.
  • Prepare technical proposals, reports, presentations and client deliverables.
  • Contribute to business development and guide junior team members.

 

Qualifications

  • MBA/PGDM in Finance, Chartered Accountant, CFA, Master’s degree in Economics, Finance, or a related discipline.
  • An additional qualification in urban planning, engineering or infrastructure management would be advantageous.

 

Experience

  • Approximately 6-9 years of relevant experience in municipal finance, infrastructure finance, PPP or transaction advisory.
  • Experience working on urban infrastructure projects and with government agencies, ULBs, financial institutions or multilateral institutions is preferred.
  • Prior experience in a consulting, investment banking, project finance or professional-services organisation would be advantageous.

 

Required Skills

  • Strong understanding of municipal finance, public finance, infrastructure financing and PPP frameworks.
  • Proficiency in financial modelling, project appraisal and financial-statement analysis.
  • Familiarity with municipal bonds, pooled finance, blended finance and other capital-mobilisation instruments.
  • Knowledge of PPP regulations, procurement processes and transaction structures.
  • Strong analytical, report-writing, presentation and stakeholder-management skills.
  • Ability to translate financial analysis into practical and implementable recommendations.
  • Ability to manage multiple assignments and deliver quality outputs within defined timelines.
  • Willingness to travel and work at client locations, as required.
