Job Description – Municipal Finance and Revenue Expert

We are looking for a Municipal Finance and Revenue Expert to assess and strengthen ULB finances, support revenue enhancement and financial restructuring, and improve fiscal governance and borrowing readiness across Uttarakhand.

Key skills required:

• Minimum 7 years of relevant professional experience in municipal finance, municipal accounting, budgeting, financial management or improvement of ULB own-source revenues.
• Experience in property tax, user charges, double-entry accounting and preparation or analysis of municipal financial statements.
• Capability to assess ULB revenue, expenditure, liabilities, contingent liabilities and debt-servicing capacity and prepare financial-sustainability assessments.
• Experience in revenue enhancement, financial restructuring, escrow and Debt Service Reserve Account arrangements, municipal creditworthiness, municipal bonds or Government financial reforms is desirable.
• Strong financial analysis, Excel modelling, report-writing and stakeholder-management skills.

Qualifications

CA / CMA / MBA (Finance), or postgraduate degree in Finance, Commerce, Economics, Public Finance or Municipal Finance.

Location and Way of Working:

•  Base location: Delhi

•  Client location: Dehradun, Uttarakhand

•  Full-time deployment at the Urban Development Directorate office, with travel across Uttarakhand as required.
