Job Title:  Technology & Transformation - OIDS - Senior Consultant - Public Finance - Delhi

The Team
Deloitte’s Technology & Transformation practice works on assignments related to international trade engagements for government clients specializing in trade policy, economic development and global market access initiatives among others  

Your work profile

The position will support a Government advisory assignment focused on assessment and reform of the excise sector, including market structure, licensing, revenue augmentation, institutional models, financial and commercial feasibility, supply-chain arrangements and implementation planning. The role requires strong analytical capabilities, Government consulting experience and familiarity with the administrative and market context of Puducherry/Tamil Nadu.

Key Responsibilities

• Lead assessment of the existing excise ecosystem covering wholesale and retail liquor, Arrack and Toddy segments.
• Analyse market structure, licensing arrangements, revenue streams, pricing, margins and supply-chain practices.
• Evaluate alternative institutional and operating models, including Government-controlled wholesale arrangements.
• Undertake financial and commercial feasibility assessments, revenue modelling, fiscal-impact assessment and scenario analysis.
• Identify opportunities for revenue augmentation through licensing, duties, fees, market structures, compliance and administrative reforms.
• Review policy, regulatory and institutional arrangements and identify areas requiring reform.
• Benchmark excise, distribution and licensing models adopted by other States/UTs.
• Assess commercial, operational, institutional and transition risks associated with proposed reforms.
• Lead consultations with Government departments, licensees, manufacturers, suppliers and other stakeholders.
• Prepare reports, presentations, policy notes, financial models and other client deliverables.

Qualifications

• Postgraduate degree in Management, Economics, Finance, Public Policy, Public Administration or equivalent.

Experience

• 6–10 years of relevant professional experience.
• Experience leading Government/PSU advisory assignments.
• Experience in excise, liquor, beverages or comparable regulated sectors would be advantageous.
• Prior experience working in Tamil Nadu and/or Puducherry

Required Skills

• Strong analytical, financial modelling and problem-solving capabilities.
• Strong report-writing, presentation and stakeholder-management skills.
• Proficiency in Tamil
• Willingness to work at the client location and travel as required.
