PM Vishwakarma – MSME Expert

Location - Assam

Experience - 5–10 years of relevant experience in MSME development, entrepreneurship, financial inclusion, livelihoods, government schemes, or related areas.

Role Overview

We are looking for an experienced and dynamic MSME Expert to support the implementation of the PM Vishwakarma Scheme, with a focus on strengthening traditional artisans and craftspeople through enterprise development, access to finance, market linkages, capacity building, and convergence with relevant government and institutional programs.

The candidate will work closely with government stakeholders, financial institutions, implementing agencies, industry bodies, training partners, and grassroots teams to ensure effective delivery of program objectives.

Key Responsibilities

• Provide technical expertise on MSME development, entrepreneurship, enterprise promotion, and government schemes, particularly those relevant to artisans and traditional trades.
• Support implementation and monitoring of PM Vishwakarma interventions at the state/district level.
• Facilitate awareness and adoption of scheme benefits among eligible artisans and craftspeople.
• Support beneficiaries in accessing credit, skill development, toolkits, digital enablement, branding, packaging, and market opportunities.
• Develop strategies for strengthening artisan enterprises and improving their productivity, income, and sustainability.
• Coordinate with banks, financial institutions, MSME departments, District Industries Centres, government agencies, industry associations, and other stakeholders.
• Identify challenges faced by beneficiaries and recommend practical solutions to improve program implementation.
• Support development of business plans, enterprise development plans, market linkage strategies, and livelihood interventions.
• Facilitate linkages with e-commerce platforms, exhibitions, trade fairs, government procurement, retailers, and other market channels.
• Analyze program data and prepare MIS, dashboards, progress reports, presentations, and analytical reports for senior management and government stakeholders.
• Monitor key performance indicators, beneficiary outreach, credit access, training outcomes, and market linkage activities.
• Conduct field visits to assess implementation quality and beneficiary outcomes.
• Support capacity-building initiatives for field teams and implementing partners.
• Document success stories, case studies, best practices, and lessons learned.
• Ensure compliance with program guidelines, SOPs, reporting requirements, and timelines.
• Contribute to policy recommendations and strategies for improving the MSME and artisan ecosystem.

Required Qualifications

• Postgraduate degree in Management, Economics, Commerce, Social Sciences, Rural Development, Development Studies, Public Policy, or a related field.
• An MBA/PGDM in Finance, Marketing, Rural Management, or Entrepreneurship will be an advantage.
• Strong understanding of the MSME ecosystem and government-led enterprise/livelihood programs.
• Prior experience working with government departments, development programs, financial institutions, NGOs, consulting organizations, or large-scale livelihood/MSME programs is preferred.
