A Senior Manager specializing in Regulatory and Utilities Consulting within the power sector is a pivotal role that combines regulatory expertise with financial modeling and utility operations. This position primarily involves assisting state and private distribution, transmission, and generation companies in navigating complex regulatory frameworks.
Core Responsibilities
- Regulatory Filings & Petitions: Leading the end-to-end preparation, filing, and follow-up of Annual Revenue Requirement (ARR), Multi-Year Tariff (MYT), and True-up petitions before state and central commissions.
- Tariff Modeling: Performing advanced financial and tariff modeling to calculate cost of supply, wheeling charges, and subsidy requirements.
- Policy Advisory: Analyzing new energy policies, Electricity Act amendments, and draft regulations to provide strategic recommendations on their impact to utility business models.
- Power Procurement & Contracts: Drafting and negotiating Power Purchase Agreements (PPAs), Supplementary PPAs, and Fuel Supply Agreements (FSAs).
- Stakeholder Representation: Representing clients in public hearings and drafting responses to stakeholder objections or commission deficiency notes.
- Business Development: Identifying new consulting opportunities, leading proposal efforts, and managing high-level client relationships with C-suite executives.
Key Qualifications
- Experience: Minimum of 7 to 12 years in power sector consulting or utility regulatory affairs.
- Education: Typically requires a Bachelor's in Electrical Engineering followed by an MBA in Power/Finance or being a Chartered Accountant (CA).
- Technical Proficiency: Mastery of regulatory accounting, utility finance, and expert-level Excel for complex data modeling.
