Role Summary
The Executive Manager - Resource Management is responsible for leading workforce planning, resource allocation, capacity management, and utilization optimization across the organization. The role partners with business leaders, delivery teams, hiring managers, and HR stakeholders to ensure the right talent is deployed to the right projects at the right time, while maintaining operational efficiency and supporting business growth objectives.
Key Responsibilities
Resource Planning & Allocation
- Develop and execute resource management strategies aligned with organizational objectives.
- Manage end-to-end resource allocation across projects, programs, and business units.
- Forecast resource demand and supply based on pipeline, project requirements, and business priorities.
- Identify resource gaps and collaborate with recruitment teams to address staffing needs.
- Optimize workforce utilization while balancing employee development and business requirements.
Capacity & Workforce Management
- Monitor workforce capacity, utilization, bench management, and productivity metrics.
- Drive workforce planning activities including short-term and long-term resource forecasting.
- Track resource availability and ensure effective deployment across the portfolio.
- Analyze resource trends and provide recommendations to leadership for decision-making.
Stakeholder Management
- Partner with business leaders, project managers, and delivery heads to understand resource requirements.
- Act as the primary escalation point for resource conflicts and staffing challenges.
- Collaborate with HR, Talent Acquisition, Learning & Development, and Finance teams to support workforce strategies.
- Present resource health, capacity metrics, and staffing recommendations to senior leadership.
Team Leadership
- Lead and mentor a team of resource managers/coordinators.
- Establish governance processes, best practices, and operational standards for resource management.
- Drive continuous improvement initiatives to enhance efficiency and service quality.
- Foster a collaborative and high-performance team culture.
Reporting & Governance
- Develop dashboards and reports on utilization, demand forecasting, staffing gaps, and resource performance.
- Ensure compliance with organizational policies and workforce planning frameworks.
- Conduct regular resource review meetings with stakeholders.
- Utilize workforce management tools and systems to maintain accurate resource data.
Required Qualifications
- 12-15 years of experience in resource management, workforce planning, operations, project management, or related functions.
- Experience managing cross-functional teams and stakeholders.
Strong understanding of capacity planning, workforce analytics, and resource optimization.
