Role Overview

We are seeking an experienced SAP Fund Management (FM) Senior Consultant with expertise in SAP Public Sector Management (PSM) – Funds Management and experience working in SAP IS-U (Industry Solution for Utilities) environments. The ideal candidate will be responsible for implementing, supporting, and enhancing budgetary control, fund allocation, commitment management, and financial governance processes for utility organizations and public-sector entities.

The consultant will work closely with Finance, Budgeting, Treasury, Procurement, Project Management, and SAP IS-U teams to ensure effective fund utilization, compliance, and financial transparency across business operations.

Key Responsibilities

SAP Funds Management (FM) Functional Consulting

• Configure and support SAP Funds Management (FM) processes.
• Manage end-to-end budget control and fund allocation processes.
• Configure and maintain:
• Fund Centers
• Funds
• Commitment Items
• Budget Structures
• Budget Addresses
• Availability Control (AVC)
• Support annual budgeting, supplementary budgets, and budget transfers.

Budget Planning & Control

• Design and manage budget planning and execution processes.
• Monitor budget consumption and fund utilization.
• Ensure compliance with approved budget allocations.
• Support commitment and actual expenditure tracking.
• Implement controls to prevent budget overruns and unauthorized spending.

SAP IS-U Integration

• Collaborate with SAP IS-U functional teams to support utility-sector financial planning and budget management.
• Monitor budget allocation and utilization for:
• Utility Infrastructure Projects
• Metering Programs
• Network Expansion Projects
• Maintenance Activities
• Capital Investment Programs
• Ensure seamless integration between:
• SAP FM
• SAP IS-U
• SAP FI/CO
• SAP PS (Project Systems)
• SAP MM
• SAP Treasury Management

Commitment Management

• Configure commitment accounting processes.
• Support tracking of:
• Purchase Requisitions
• Purchase Orders
• Contracts
• Project Commitments
• Ensure proper budget reservation and expenditure monitoring.
• Support fund reservation and release processes.

Financial Governance & Compliance

• Ensure compliance with internal financial controls and governance policies.
• Support audit and regulatory reporting requirements.
• Manage budget authorization workflows and approval processes.
• Assist in implementing financial accountability frameworks.

Project Delivery & Support

• Gather and analyze business requirements.
• Conduct workshops with finance, budgeting, treasury, procurement, and project management stakeholders.
• Prepare business blueprints and functional specification documents.
• Support implementation, enhancement, migration, rollout, and upgrade projects.
• Execute unit testing, integration testing, UAT, and go-live activities.

Reporting & Analytics

• Develop and maintain budget and fund utilization reports.
• Support management reporting and financial analytics.
• Generate:
• Budget vs Actual Reports
• Fund Utilization Reports
• Commitment Reports
• Variance Analysis Reports
• Regulatory and Compliance Reports
• Assist leadership with financial planning and decision-making insights.

Documentation & Training

• Prepare functional design documents, process documentation, and SOPs.
• Conduct end-user training and knowledge transfer sessions.
• Support change management and process improvement initiatives.

Required Skills & Experience

Mandatory Skills

• 6–10 years of SAP consulting experience.
• Strong expertise in:
• SAP Funds Management (FM)
• Budget Control
• Availability Control (AVC)
• Commitment Management
• Budget Planning & Monitoring
• Experience with SAP Public Sector Management (PSM).
• Experience in at least one end-to-end SAP implementation project.
• Strong integration experience with SAP FI/CO, MM, PS, and Procurement processes.
• Experience in SAP IS-U or utility-sector environments.

Preferred Skills

• SAP S/4HANA for Public Sector or S/4HANA Finance experience.
• Experience with large-scale utility budgeting and capital project funding.
• Knowledge of Treasury Management and Investment Management processes.
• Experience with government, PSU, or regulated utility organizations.
• Exposure to SAP Business Planning and Consolidation (BPC) or SAP Analytics solutions.

Educational Qualifications

• Bachelor's Degree in Finance, Commerce, Accounting, Engineering, Information Technology, or related discipline.
• MBA (Finance) / CA / CMA / ICWA preferred.
• SAP FM, SAP PSM, or SAP FI Certification preferred.
