- Conduct regulatory impact analysis (RIA) of criminal, civil, and administrative provisions across central and state laws
- Systematically map penal and compliance provisions to identify overlaps, inconsistencies, and redundant regulatory requirements
- Apply the principle of proportionality (harm, intent, impact on life and liberty) to recommend retention, decriminalisation, partial decriminalisation, or rationalisation of offences
- Prepare reasoned policy notes, justification reports, and comparative analyses to support inter‑ministerial decision‑making
- Support Ease of Doing Business (EoDB) and governance reforms through regulatory simplification and harmonisation of laws
- Conduct comparative international research on regulatory frameworks to assess compliance design and outcomes
- Engage with government stakeholders and regulatory institutions to support reform design and implementation
