Role Purpose
The Manager - Primary Sector Transformation will support the Government of Uttar Pradesh in driving strategic initiatives under the One Trillion Dollar Economy (OTDE) Mission for the Primary Sector. The role will be responsible for leading thematic interventions, supporting policy and program implementation, driving stakeholder engagement, monitoring outcomes, and ensuring timely delivery of project objectives across agriculture and allied sectors.
Key Responsibilities
The incumbent will lead identified thematic workstreams and support the design and execution of transformation strategies, implementation roadmaps, and sector development initiatives. The role will involve close coordination with government departments, district administrations, private sector stakeholders, farmer institutions, research organizations, and development partners to facilitate effective implementation and achievement of project outcomes. The Manager will be responsible for preparing high-quality policy notes, concept papers, QPRs, presentations, progress reports, and review documents. The position will also oversee project planning, performance monitoring, risk management, and issue resolution while ensuring timely delivery of milestones. Additionally, the Manager will support investment facilitation, convergence of government schemes, and adoption of innovative approaches to accelerate growth in the primary sector.
Eligibility and Experience
The candidate should possess a Master's degree in Agriculture, Agribusiness, Rural Management, Economics, Public Policy, Management, Development Studies, Engineering, or a related discipline.
The candidate must have 7-10 years of relevant professional experience in consulting, government advisory, public policy, agriculture and allied sectors, rural development, digital transformation, or large-scale development programs. Of the total experience, a minimum of 2 years' experience in managing digital platforms, digital service delivery mechanisms, or digital-led transformation projects is mandatory.
The candidate must have held the position of Manager or an equivalent leadership role with demonstrated responsibility for project delivery, stakeholder management, team supervision, and achievement of program outcomes.
Required Skills
The candidate should demonstrate strong capabilities in strategy development, project management, stakeholder engagement, policy analysis, monitoring and evaluation, and data-driven decision-making. Strong analytical, communication, presentation, and report-writing skills are essential. Experience in managing digital platforms, technology-enabled service delivery models, digital monitoring systems, project management tools, and digital transformation initiatives will be highly desirable. The candidate should possess proven leadership skills with the ability to manage multidisciplinary teams and work effectively in a government and multi-stakeholder environment.

Success in the role will be measured through timely delivery of project milestones, quality of strategic and analytical outputs, effectiveness of stakeholder engagement, achievement of thematic objectives, successful implementation of digital and field-level interventions, and contribution towards the Primary Sector objectives under Uttar Pradesh's One Trillion Dollar Economy Mission.
