Position: Consultant

Role: Power Utilities (Finance Expert)

The Finance Expert will be responsible for overseeing financial management, accounting, budgeting, disbursement processes, and compliance for funded programs/projects. The role ensures adherence to financial guidelines, robust internal controls, and effective financial reporting in alignment with program and organizational requirements.

  • Ensure compliance with applicable financial management frameworks, guidelines, and reporting requirements.
  • Monitor adherence to financial covenants and program-specific financial conditions.
  • Establish and monitor program budgeting processes, ensuring clear identification of program expenditures within organizational/government budgets.
  • Facilitate the use of dedicated budget codes and ensure transparent tracking of program funds.
  • Manage designated accounts for program funds and oversee disbursement processes linked to achievement of defined milestones or performance indicators.
  • Prepare and submit fund withdrawal applications in a timely manner in line with applicable procedures and guidelines.
  • Ensure accurate accounting and financial reporting systems are in place for program tracking.
  • Map program expenditure categories to appropriate heads in the chart of accounts.
  • Prepare periodic financial reports including quarterly updates and annual financial statements.
  • Establish and oversee effective internal control mechanisms and internal audit functions.
  • Coordinate with external auditors and ensure compliance with agreed terms of reference.
  • Ensure timely implementation of audit recommendations and corrective actions.
  • Track financial management action plans and ensure timely implementation of agreed measures.
  • Support financial reviews and ensure readiness for audits, inspections, and evaluations.
  • Provide training to accounting, finance, and relevant staff on financial procedures, disbursement processes, and compliance requirements.
  • Develop and update financial management manuals and standard operating procedures as required.
  • Ensure robust asset management systems, including operations and maintenance tracking.
